Connecticut State Pistol Permits expire every 5 years from the date of issuance, as specified in CGS 29-30.[1] Understanding the renewal timeline and process is essential to maintaining uninterrupted carry authorization.
Renewal Notice
DESPP sends a renewal notice to the permit holder by first-class mail or electronic mail not less than 90 days before the permit's expiration date.[1] Permit holders should ensure their address on file with DESPP is current to receive this notice. Failure to receive the notice does not relieve the holder of the obligation to renew on time.
Renewal Window
The renewal application may be submitted during a 180-day window: no earlier than 90 days before the expiration date and no later than 90 days after the expiration date.[1] This means permit holders have a 90-day grace period after expiration during which they may still renew. However, carrying a firearm on an expired permit -- even within the grace period -- may expose the holder to legal risk and should be avoided.
It is important to understand the distinction between these two timeframes:
- 180-day renewal window: The statutory period (90 days before through 90 days after expiration) during which a renewal application may be submitted at the standard $70 fee
- 90-day legal validity period: The full statutory period during which the permit remains legally valid after the printed expiration date per CGS 29-30
Permit holders who miss the 31-day standard renewal window but are still within the 90-day period should contact DESPP/SLFU immediately to determine whether a renewal can still be processed or whether a new application is required.
Renewal Methods
DESPP offers multiple methods for renewing a State Pistol Permit:[2]
Online Renewal
Permit holders may renew online through the DESPP/SLFU online portal. This is generally the fastest option. Online renewal is available for standard renewals where no name change has occurred.
Renewal by Mail
Permit holders may submit a renewal application by mail to SLFU. Mail-in renewals are accepted for standard renewals without name changes.
In-Person Renewal
Permit holders may visit the SLFU office at 1111 Country Club Rd, Middletown, CT 06457, to renew in person. In-person renewal is required if the holder has changed their name since the last permit was issued.[2]
Renewal Fee
The renewal fee is $70.00 for each state permit renewal.[1] Payment methods accepted vary by renewal method (online, mail, or in-person).
Renewal Background Check
DESPP conducts state and national criminal history record checks as part of the renewal process. If new disqualifying information is discovered during the renewal background check, the renewal may be denied or the permit may be revoked.[2]
What Happens if the Permit Expires
If a permit holder fails to renew within the 90-day grace period after expiration, the permit lapses and the holder must apply for a new permit from scratch -- including the full two-step process (local temporary permit, then state permit), new fingerprints, background checks, and payment of all initial application fees.[3] Carrying a firearm after the permit and grace period have both expired constitutes carrying without a permit under CGS 29-35, a Class D felony.[4]
Eligibility Certificate Renewals
Handgun Eligibility Certificates and Long Gun Eligibility Certificates also expire every 5 years and follow a similar renewal process through DESPP/SLFU. The renewal fee for each eligibility certificate is $35.00.[5]
Address Change Requirement
Permit holders who move must notify the issuing authority within two business days of the address change. This can be done through the DESPP online portal or by mail.[2] Keeping address information current is important for receiving the 90-day renewal notice.
Lost or Stolen Permit Replacement
If a permit is lost or stolen, the holder should file a police report and then contact SLFU at (860) 685-8494 to request a replacement using form DPS-900-C-1. The replacement fee is $5.00.[2]
