Connecticut does not honor concealed carry permits from any other state.[1] Non-residents who wish to carry a pistol or revolver in Connecticut must obtain a Connecticut Non-Resident Pistol Permit under CGS 29-28(b). The process differs significantly from the resident permit process -- non-residents apply directly to DESPP rather than going through a local police department.[2]
Prerequisites
Non-resident applicants must meet all of the following requirements before applying:[3]
- Valid out-of-state carry permit: The applicant must hold a current, valid permit to carry pistols or revolvers from another state. This is a strict prerequisite -- applicants without an existing carry permit from their home state are ineligible.
- Minimum age of 21: The same age requirement applies as for resident permits.
- Legal U.S. residency: The applicant must be a legal resident of the United States.
- No disqualifying convictions: The same felony and misdemeanor disqualifications apply as for resident permits.
- Completed handgun safety course: The course must consist of no less than the NRA's Basic Pistol Course, including live-fire instruction.[3]
Application Process
Step 1: Request the Application
Contact SLFU by email at SLFU.OOS@ct.gov to request the non-resident application packet. Include your full name and mailing address in the email.[4]
Step 2: Complete and Submit the Application
Complete the application and submit it by mail to DESPP/SLFU with the following documents:
- Completed application form
- Copy of valid out-of-state carry permit
- Proof of completed handgun safety course
- Fingerprint card
- Application fee of $70.00 (check, money order, or exact cash if applying in person)
Step 3: Visit SLFU for the Permanent Permit
After DESPP processes the application and issues a temporary permit, the applicant must visit SLFU in person at 1111 Country Club Rd, Middletown, CT 06457, to obtain the permanent state permit. Bring the following:[4]
- Proof of citizenship or legal residence (birth certificate, passport, or green card)
- Government-issued photo identification (driver's license)
- The temporary permit
- Any required additional fees
Processing Time
Non-resident applications generally take approximately 8 weeks to process.[3] Processing times may vary based on the volume of applications and the speed of federal background check processing.
Permit Duration and Renewal
The Non-Resident Pistol Permit is valid for 5 years, the same duration as the resident permit.[5] The renewal fee is $70.00. Non-residents must maintain a valid carry permit from their home state for the duration of the Connecticut permit.
Limitations and Responsibilities
The Non-Resident Pistol Permit carries the same rights and restrictions as the resident permit:
- Concealed carry is authorized statewide
- Open carry is prohibited since October 1, 2023[6]
- The permit must be carried on the holder's person at all times while carrying a firearm
- All prohibited-location restrictions apply (schools, state parks, state capitol, etc.)
- Address changes must be reported to DESPP within two business days[3]
